Preheat the oven to 175°C.
Mix your dry sponge ingredients together, except your chocolate chips and tablespoon flour. Add your wet ingredients one by one, blending thoroughly until you have a smooth batter.
In a separate bowl put your chocolate chips and flour. Toss until thoroughly coated.
Mix your chocolate chips into your batter, and divide between your cupcake cases. You should be filling to approximately 2/3 of the case.
Bake for approximately 20 minutes, or until a toothpick comes out clean.
For the frosting, blend your fisting ingredients together until smooth. Keep extra icing sugar to hand in case you need to add more - some butter can be oily (as I found) and you may need extra.
Refrigerate your frosting for at least an hour.
Frost your cupcakes once they're cool. I added butterscotch pieces to the top of my cupcakes.
